1. INTRODUCTION
The European Hypersonics Association (EHA) was formed in July 2000
by V. Fomin (ITAM Russia), A. Kharitonov (ITAM Russia), A. Roudakov (CIAM
Russia), J.P. Taran (ONERA France), W. Koschel (DLR Germany), E. Krause
(University Aachen Germany) and J. Muylaert (ESTEC Netherlands). This is a
non-government and non-profit organization composed of prominent scientists and
specialists in the field of aerogasdynamics of hypersonic flows. Its goals are
to promote and stimulate the research in the areas of relevance to this field,
and to concur to the training of the scientific and engineering staff.
2. OBJECTIVES
The objective of the organisation is to :
- assess level of European hypersonics research;
- promote hypersonic re-entry technologies and the development of
hypersonic ramjet/scramjet-powered flight vehicles;
- advise governmental and funding agencies;
- set up and maintain network between Universities
Research Establishment and Industries to promote visibility and exchange
of data on critical design points;
- review state of the art on hypersonics technologies by
assessing level of:
- wind tunnel and associated instrumentation
capabilities;
- numerical and physical modelling capabilities;
- in flight demonstration tests and associated
instrumentation capabilities
- recommend activities to improve "tools for design" covering the
3 (CFD-WT-FLIGHT) activities;
- propose test cases for R & D activities aiming at the
reduction of "flight critical" design points uncertainties;
- recommend proposals for short and long term initiatives and
identify key priorities;
- evaluate, on a yearly basis, progress achieved and recommend
future activities;
- stimulate education and training considering the importance of
training for the future of the field and the development of close
cooperation;
- stimulate exchange of scientists;
3. ORGANIZATION
3.1. Executive Committee and Officiers
- The governing board of EHA shall be an Executive
Committee, composed of the President, Vice-president, Secretary, two immediate
Past-presidents and two Members-at-large and supplemented by the founding
members.
- Each member of the governing board is nominated for a two-year
term
- The President shall be selected alternatively from Russia and
Europe
- The President shall:
- prepare agendas for and preside over the Executive
Committee and business meetings;
- handle official correspondence including invitation of
guests and applicants;
- appoint committees including tenure thereof;
- convene the Executive Committee to transact any business
required of the European Hypersonic Association;
- transfer the documentation to the following President.
- The Vice-president shall conduct the business of the European
Hypersonics Association in the absence of the President.
- The Secretary shall keep minutes of the business meetings and
in cooperation with the host facility provide members with copies of them. The
Secretary shall, at the direction of the President, take care of the required
correspondence.
- Business of the Executive Committee will be conducted on the
basis of a simple majority of those members in attendance at any
meeting.
- Every Executive Committee member is to attend both
meetings.
3.2. Membership
- The association is composed of key specialists from Academia
and Research Institutions and Agencies in Europe and Russia.
- It should procure an equitable representation of all key
disciplines needed for the success of the projects.
- Membership shall be limited to representatives of those
organisations currently conducting hypersonics research on a significant scale,
which are of sufficient size for significant research and/or development work
and which have hypersonic capability. Scientists and engineers from Industry
can be invited to the meetings; they are expected to formulate their needs and
inform EHA about findings that may have an impact on success; they are
considered as associate Members.
- Voting for admission of new members shall be by a simple
majority of the membership present and voting, with each member having one
vote.
- A member shall participate in the activities of EHA by (1)
submitting at least one technical contribution (either written or oral), (2)
attending at least one meeting, every two consecutive meetings and (3) each
member shall present briefly the status of ongoing activities.
- Scientists from other nations are invited to the meetings,
whenever opportune, on the basis of mutual scientific profit.
3.3. Voting
Voting on all matters except Constitutional changes shall be based
on a simple majority with each member having one vote. Except for election of
officers, which is by secret ballot, the method of voting shall be at the
discretion of the presiding officer.
3.4. Meetings
- Meetings shall be held semi-annually on a rotating basis at one
or more of the members' research establishments (RE).
- Permission for non-members to attend meetings may be granted by
the President with the concurrence of the host RE. Non-members will not attend
the business meeting.
3.5. Minutes and Proceedings
- The host member shall assemble submitted papers into Minutes
for distribution to the membership during the meeting. Request by members for
additional copies of the Minutes on a regular basis shall be submitted in
writing to the President for consideration by the Executive Committee. The
hosting member for the meeting shall arrange to send the Minutes to the members
not present.
- Members shall be eligible to receive, at a minimum,copy of
minutes, from and only from meetings held during the member's tenure of
membership. New members are eligible to receive the Minutes for the meeting at
which they are accepted for membership.
- Papers in the Minutes are for members only and not for
distribution outside the EHA. Members may obtain particular papers, or copies
thereof, from Minutes, directly from the organisation originating the paper, at
the discretion of the originating member. Papers in the minutes shall not be
referenced in print outside the minutes.
- The Association may print Proceedings composed of some papers
presented at the meeting in the open press. In each case, this question is to
be decided specially for each presentation.
