Denis Maugars, Chairman and Chief Executive Officer

A graduate of the prestigious Ecole Polytechnique, Denis Maugars started his career with the Industry, Research and Environment Directorate (DRIRE) of the Rhone-Alpes region in southern France. He joined the industry ministry in 1984, moving to the budget division in 1986. Working for the budget division from 1988 to 1993, he led a reform of the PTT (French postal service), leading to the creation of two public operators, France Telecom and “La Poste”. He set up financing for Ariane 5, monitored the human resources policy for scientific establishments, and negotiated the R&D budget for high-definition TV with Thomson. He laid the groundwork for decisions concerning major space programs, namely Spot 4, Envisat, Locstar and Hermes.

From 1993 to 1995, as deputy director in the cabinet of François Fillon (ministry of education, scientific research and technology), his mission was to make optimum use of scientific policy resources, combining civilian research budgets, industrial research and aerospace research.

Denis Maugars was with Aerospatiale from 1995 to 1998 as Vice President, Operations and Services. He defined the diversification strategy, and negotiated international partnerships during this period. From 1998 to 2002, he was Vice President, Multimedia “Geostationary Satellites”, with Alcatel Space Industries. In particular, he helped open a new area of business by developing online services using existing satellite infrastructures.

Denis Maugars was named Chairman of Onera in 2003.
